International charter on ‘Culture and Innovation’
The Paris AI Summit intends to promote reliable, sustainable and responsible AI. For the first time at this level, intellectual property is being discussed.
This is an essential global issue that cannot be ignored. That is why 38 international organisations representing all the creative and cultural sectors have issued a call to build a future that reconciles the development of AI with respect for copyright and related rights.
This is an issue that transcends borders, as demonstrated in particular by the “Hiroshima” AI process under the auspices of the G7, by the G20 conclusions and by international treaties.
The summit therefore has a special responsibility as there will be no trusted AI without respect for intellectual property rights. There will be no ethical AI without the authorisation of rightsholders. There will be no sovereign AI without a fair business model. The States who are party to the Summit must seize this opportunity to join us in ensuring that fundamental rights are respected.
This charter at the Paris AI Action Summit 2025, reaffirms key principles aimed at reconciling the development of AI with the respect of copyright and related rights.
It aligns with international commitments such as the OECD recommendation, the UN declaration, and the Hiroshima process under the G7 framework.
The text highlights five fundamental principles:
- Respect for fundamental rights, including copyright and related rights.
- Full transparency towards rightsholders regarding the protected content used to train AI models.
- Encouragement to conclude licenses duly negotiated with rightsholders.
- Fair and appropriate remuneration for the use of works protected by intellectual property rights.
- Effective sanctions for non-compliance with these principles.
